Russia is introducing a new system for monitoring mobile devices

Russia has passed a law providing for the creation of a state database of mobile device identification numbers (IMEI). This new system will allow government agencies and telecommunications operators to track which smartphone or other device is being used with a specific SIM card. This was reported by Glavkom, citing Russian media.

Under the law, Russia will establish a unified national database of IMEIs—unique identification numbers assigned to smartphones, tablets, smartwatches, USB modems, and other mobile devices during the manufacturing process. Mobile operators and authorized government agencies will enter information into the system. In particular, operators are required to record which IMEI is used with a specific SIM card.

The Russian government explains that creating a unified database is necessary to detect instances of SIM cards being used in drones. At the same time, the Russian Ministry of Digital Development has stated that it does not plan to charge a fee for the mandatory registration of smartphones in the IMEI database. However, additional costs associated with operating the system may be passed on to mobile device buyers. The database will contain information about devices that are permitted or prohibited for use within Russia.

Earlier, Ukraine’s Foreign Intelligence Service noted that Russian authorities had developed a strategy to tighten state control over the internet. In particular, the Kremlin plans to introduce charges for international internet traffic for mobile subscribers, which could significantly complicate the use of VPN services. In addition, the Russian Ministry of Digital Development is preparing a reform of the telecommunications market that calls for a reduction in the number of licenses for operators.
