New difficulties in booking military personnel: what is changing

The Cabinet of Ministers of Ukraine is tightening the eligibility requirements for conscripts. The new measures not only raise the average wage requirement at companies to three times the minimum wage but also include another important condition. This was emphasized by Nina Yuzhanina, a member of the Verkhovna Rada Committee on Finance, Tax, and Customs Policy and a deputy from the European Solidarity faction, according to Glavkom.

Review of the status of critically important enterprises

Nina Yuzhanina emphasized that the government is changing the reservation rules, including a review of the status of critically important enterprises. Within three months, all enterprises must undergo re-confirmation of their critical importance. The criteria will be coordinated with the Ministry of Defense and the Ministry of Economy, which entails several important points.

Subjectivity and centralized control

Even if an enterprise meets the formal criteria, the final decision is made by the relevant authority, and the status may be revised. Designation is not automatic, and one of the key criteria—“significant importance to the industry or community”—remains subjective. This creates an uneven playing field for businesses, as the system often operates in a manual mode.

Yuzhanina noted that all criteria must now be re-approved by the Ministry of Defense and the Ministry of Economy, criticality statuses will be reviewed, and centralized control over the reservation system will be strengthened.

Thus, the system is becoming significantly stricter.
