How did three TCC officers conceal the failure of the mobilization for months?

Three TCC officials entered 276 fictitious “conscripts” into the registry. Among them were deceased individuals, convicted criminals, and those already serving in the military.

This information was provided by RBC-Ukraine, citing Ukraine’s Prosecutor General Ruslan Kravchenko.

How the scheme worked

Officials had access to the state registry "Oberig." Using their electronic keys, they entered false data into the records of those subject to military service. The "mobilized" included:

  • deceased and convicted individuals;
  • individuals eligible for deferment or special registration;
  • those already serving or studying at military institutions;
  • citizens who are not subject to mobilization due to their age.

In addition to altering the registry, officials signed fake lists claiming that these individuals were already serving in military units. In reality, none of them had been drafted. The forged documents were sent to regional military commissariats to inflate the statistics.

Transcarpathia: 270 fictitious draft notices in three months

At the Mukachevo District Military Registration and Enlistment Office in Zakarpattia, a 49-year-old colonel, the head of the military registration and enlistment office, “drafted” 162 people on paper between January and March 2026.

His 37-year-old deputy, a major, added another 108 people to the fake statistics during the same period.

In total, this amounts to 270 fictitious conscripts over three months from a single district center.
