In the Unified Register of Debtors (URD), arrears for water supply and wastewater services account for 173,075 enforcement proceedings. One in ten of these cases was opened this year, indicating a stable level of debt in this sector. According to OpenDataBot, 24,696 new cases were added to the Registry in 2023, which is 19% fewer than during the same period last year.
64% of the proceedings have already been closed, but this does not mean that the debtors have paid off their debts. The closure of a proceeding may be due to the inability to collect the debt or other reasons, and records of the debt remain in the Registry.
The largest number of new cases in 2023 was registered based on claims filed by the municipal enterprise “Kryvbasvodokanal,” totaling 3,653 cases, which accounts for nearly 15% of the total. In second place was the municipal enterprise “Miskvodokanal” of the Sumy City Council, with 3,153 proceedings, or 13%.
Dnipropetrovsk Oblast has the largest share of new proceedings—28%, amounting to 6,923 cases. For Sumy Oblast, this number is significantly lower—only 3,662, or 15% of all new proceedings.
It was previously reported that during the first six months of 2026, the Unified Register of Enforcement Proceedings (UREP) saw an increase of 108,561 new enforcement proceedings related to arrears for housing and utility services. Of these, 65%, or 70,206 cases, remain open and unpaid.
