The Cabinet of Ministers of Ukraine intends to review the staffing levels of central executive bodies (CEBs) and eliminate unnecessary vacant positions, according to Prime Minister Serhiy Koretskyi. The government has identified measures to improve public administration with the aim of increasing efficiency during the war.
Among the planned actions is a comprehensive analysis of the management system, which will help identify overlapping functions and implement optimization measures. Particular attention will be paid to digitalization and assessing the effectiveness of digital governance in central executive bodies.
The goal of these changes is to streamline processes that can be automated using digital technologies. In addition to reducing the number of vacant positions, the Cabinet of Ministers will also review the number of deputy ministers and heads of central executive bodies based on an analysis of actual tasks and functions.
In addition, the government plans to improve approaches to the education and professional development of civil servants by adapting their training to current needs. The relevant ministries and central executive bodies, which have already received the necessary instructions, will be responsible for implementing these measures.
The State Secretary of the Cabinet of Ministers, Kostyantyn Marievych, will coordinate the plan’s implementation. This decision comes against the backdrop of the long-standing problem of civil service reform, as there were approximately 30,600 vacancies in the civil service as of May 2026. The main causes of the staffing shortage are limited recruitment quotas, insufficient funding, and difficulties in finding qualified professionals.
