The Cabinet of Ministers of Ukraine has established a new format for the “Winter Support” program for the 2026–27 heating season, in accordance with Government Resolution No. 1084 of September 3, 2026. The one-time assistance will amount to 19,400 UAH per household.
Vulnerable groups residing in local communities where hostilities are taking place—excluding temporarily occupied territories—are eligible for this support. Vulnerable groups include people with disabilities, single retirees, recipients of housing subsidies, internally displaced persons, large and foster families, single mothers, and families with children with disabilities.
The benefit payment will amount to 19,400 UAH, regardless of the number of household members or the number of categories to which they belong. Thus, if a household includes several people who meet the eligibility criteria, the payment will be a single lump sum and will not be divided among all family members.
The government’s decision also notes that the 2026/27 “Winter Support” program differs significantly from last year’s, when specific categories of the population received a payment of 6,500 UAH. The new program features an increased benefit amount and a different payment mechanism.
Applications for assistance may be submitted until October 30, 2026, through the Pension Fund, Administrative Service Centers (ASC), or authorized local government bodies. It is also reported that over 2.2 billion UAH in international aid has been secured for vulnerable groups for the winter period, specifically from UNICEF and the Ukrainian Red Cross.
