According to a report by Glavkom, Russian intelligence agencies are increasingly recruiting young women to plan and carry out crimes against Ukrainian military personnel. Ivan Vyhovsky, Head of the National Police of Ukraine, reported that since the beginning of 2026, law enforcement has recorded six such attacks, one of which was successfully prevented.
New recruitment scheme
According to Vyhovsky, Russian handlers have recently changed their approach to recruiting operatives, particularly through Telegram and other messaging apps. Women are offered quick money and their activities are coordinated remotely.
Action plan for new operatives
Recruiters instruct the women to befriend military personnel through dating sites and arrange in-person meetings. Funds are provided to rent apartments, buy alcohol, and cover other expenses to carry out the crimes.
In addition, the police note that drugs are often used in the scheme.
