Large-scale humanitarian aid scam exposed in Odesa

In Odesa, law enforcement officials uncovered a large-scale scam involving the sale of humanitarian aid that was intended to be distributed free of charge to Ukrainians. According to the Office of the Prosecutor General, more than 50 tons of goods worth over 40 million hryvnias were sold illegally.

Participants in the criminal scheme

A former customs officer, a representative of a charitable organization, and their foreign accomplice are implicated in this illegal activity. They are charged with the illegal sale of humanitarian aid for profit.

Sales scheme

The humanitarian aid, which included clothing and shoes, was imported from abroad through charitable foundations. Instead of being distributed free of charge to people in need, these goods appeared for sale at the “7 Kilometer” market.

  • The aid was transported by truck to warehouses in Odesa.
  • It was then transported to the market and sold for cash.

To create the appearance of legality, fictitious documents were drawn up regarding the transfer of aid between charitable organizations. In reality, however, the goods were immediately sent for sale.

Investigation Results

Law enforcement officers conducted over 60 searches, during which they seized documents regarding the import and processing of aid, rough accounting records, and other evidence.
