Ukrainians of working age are not automatically granted a disability pension. Yelizaveta Korobeynikova, an attorney with the “Aktum” Law Firm, explained this in a comment to RBC-Ukraine.
Basic Requirements
Eligibility for benefits: For individuals of working age, a disability pension is granted only if they have the required length of insurance coverage, as provided by law.
Requirements for the insurance period
To receive a disability pension, you must have an insurance record ranging from 1 to 10 or 14 years, depending on the disability group and your age at the time the disability was established.
Exceptions to the Rules
Disabilities incurred during mandatory military service or as a result of injuries sustained during the Revolution of Dignity are exceptions.
Benefit Amount
The pension amount depends on the disability group: Group I—100% of the old-age pension; Group II—90%; Group III—50%. If the required insurance period is not met, a much smaller social assistance payment is granted.
Submitting Documents
You can submit your application in person at the Pension Fund of Ukraine (PFU), through the “Diya” app, the PFU portal, or by mail (in which case notarized copies are required).
Eligibility for a disability pension for able-bodied individuals
The expert noted that the right to a disability pension does not depend on when the disability occurred:
- while working;
- before employment;
- after termination of employment.
“However, for individuals of working age, a disability pension is granted only if they have the insurance record required by the Law of Ukraine ‘On Compulsory State Pension Insurance,’” Korobeinikova said.
