Over the past year, the number of employees subject to military conscription who have been placed on reserve duty has increased significantly in Ukraine—by more than 300,000 people. There has also been an increase of 9,000 in the number of critically important enterprises. This was stated by Minister of Economy, Environment, and Agriculture Oleksiy Sobolev during a speech in the Verkhovna Rada, according to Ukrinform.
Growth in Frontline Areas
The minister noted that a noticeable increase occurred in frontline territories. After the introduction last fall of the option to exempt up to 100% of conscripts at enterprises, the number of exempted workers there doubled, reaching 100,000 people.
Changes in Industry and Construction
According to Sobolev, the greatest growth has recently been observed in the manufacturing, construction, and transportation sectors.
Critically important enterprises currently account for about 60% of business profits. The minister emphasized that the approaches to reserving personnel were last revised in December 2024. The increase in the number of reservists and the Defense Forces’ need for personnel prompted an update to the criteria for determining critical enterprises.
