The Specialized Environmental Prosecutor's Office of the Prosecutor General's Office has filed a lawsuit in administrative court against the Kyiv City Council and the Kyiv City State Administration. The prosecutor’s office is demanding that the capital’s authorities be found in violation for their long-standing inaction, as they have yet to grant protected status to the “Gorbachykha” tract. This was reported by “Glavkom,” citing the Office of the Prosecutor General.
The “Gorbachykha” tract covers 32 hectares on the left bank of the Dnipro River. It is one of the few areas in Kyiv where the natural landscape has been preserved without significant human impact. The area is a floodplain with stands of alder, birch, and poplar trees. In addition to its scientific value and role in preserving biodiversity, “Gorbachikha” serves as an important recreational space for Kyiv residents.
As early as 1994, a presidential decree established the need to preserve such territories as part of the national natural heritage. However, according to the prosecutor’s office, the city authorities limited themselves to merely formally including the tract in the list of sites reserved for conservation.
The “Gorbachykha” area, covering over 80 hectares in Kyiv’s Dniprovskyi district, features fragments of floodplain forest, sand dunes, and lakes. It is home to many species, including Red Book-listed plants and animals.
“For over 30 years, no project has been developed to establish a nature reserve, and no decision has been made to grant the territory the corresponding status. Thus, ‘Gorbachykha’ remains without adequate legal protection.”
