In Ukraine’s capital, 491 vouchers have already been reserved for home purchases under the “e-Recovery” program, while in the Kyiv region, that number stands at around 300. This information comes from a Glavkom article titled “Jackpot for sellers of economy-class housing: How the government stirred up speculators.”
According to the Ministry of Community and Territorial Development, the highest number of reservations was recorded in the Dnipropetrovsk region—over 672 vouchers. However, this does not mean that housing will be purchased specifically in the communities where internally displaced persons are registered.
“There is a possibility that some applicants from other cities, for whom funds have already been reserved, are considering purchasing housing specifically in Kyiv, which could affect demand in this segment,” the ministry reported.
The ministry explained that the law does not require compensation recipients to purchase housing at their place of registration, which could shift the distribution of demand between regions, particularly in favor of the capital.
The Ministry of Development also noted that housing purchased with a certificate cannot be sold for five years, which is one of the mechanisms to prevent abuse. Additionally, banks and notaries conduct financial monitoring of transactions and have the right to refuse to process suspicious transactions.
As a reminder, on May 1, a new phase of the state program to assist war victims—"Housing for IDPs from Temporarily Occupied Territories"—began in Ukraine. Displaced persons from temporarily occupied territories who hold housing certificates can reserve funds to purchase new housing through the "Diya" app.
The government has allocated 6.6 billion hryvnias for the implementation of this phase.
