Market Situation
According to RBC-Ukraine, tomato imports to Ukraine increased by 31% in 2025. By 2026, Turkey controls over 60% of the Ukrainian market for imported tomatoes and has maintained its dominance for several decades.
Cheap imports are not always dumping, but they put significant pressure on the Ukrainian market. Anti-dumping mechanisms exist, but the agricultural sector rarely uses them due to the complexity and high cost of the procedures.
Political aspects
Even if a violation is proven, the issue of restricting imports from the EU or Turkey could quickly shift from the economic to the political realm.
Since the late 1990s, Turkey has remained the undisputed leader in the Ukrainian market for imported tomatoes, consistently accounting for about 75% of all foreign supplies. However, 2025 marked a critical turning point: the share of Turkish products in imports rose to a record 82%, and the trade deficit for this category reached $140.4 million.
