As of mid-2026, the government’s debt to banks for compensation under the “Affordable Loans 5-7-9%” program amounts to approximately 8 billion hryvnia. This estimate was provided by Pervin Dadashova, director of the Financial Stability Department at the National Bank of Ukraine.
Ukrainian Prime Minister Serhiy Koretskyi previously reported that 18 billion hryvnia is allocated for interest rate compensation under this program in 2026. On October 20, the State Treasury Service of Ukraine transferred 2.8 billion hryvnias to the National Development Agency to partially compensate for interest or state guarantees, according to the Ministry of Economy and Environment of Ukraine.
It is currently unknown how much debt remains after this transfer, as the ministry’s statement did not specify this information. The funds are expected to reach the banks within a few days, which should ensure continued support for Ukrainian businesses as part of the “Made in Ukraine” policy.
Since the beginning of 2026, businesses have secured 30,400 loans totaling 131 billion hryvnias under the program, which is 39% more than in all of 2025. In particular, enterprises in high-military-risk zones received 45.05 billion UAH, while processing enterprises received 31.3 billion UAH.
The program also includes separate subprograms for business energy resilience, specifically 0% interest loans of up to 10 million UAH for generators. On July 1, 2026, a new subprogram was launched to restore destroyed property, with an initial interest rate of 0.1% for the first two years. Since the program’s launch in February 2020, businesses have secured 165,400 loans totaling 593.1 billion hryvnias, of which 130,600 loans totaling 503.5 billion hryvnias were issued during martial law.
