Kyiv is 80% ready for the heating season, with a budget of 12 billion hryvnias

Kyiv has completed 80% of its preparations for the upcoming heating season. The total consolidated budget for measures aimed at improving the city’s resilience amounts to 12 billion hryvnia, of which 8.5 billion hryvnia comes from external funding.

Petro Panteleev, acting first deputy head of the Kyiv City State Administration, reported that the city received 2.5 billion hryvnias in the form of a loan from the European Bank for Reconstruction and Development, a similar amount from Oschadbank, and 3.5 billion hryvnias from Ukrgasbank and Eximbank. Work funded by these external sources has already been completed, but the implementation of new measures is ongoing.

Among the key areas of preparation is the full backup of life support and water supply systems, which will require an additional 2 billion hryvnias from the city budget. Some facilities are protected directly by the city, while the remaining work can be carried out with the assistance of the Recovery Agency.

Utility services continue to repair networks and equipment to prepare residential buildings for the heating season. Emphasis is also being placed on restoring infrastructure damaged by shelling last year.

Work is currently underway to create an alternative system to serve the Darnytsia Thermal Power Plant. Although work on completing the five alternative facilities is expected to continue, readiness for the start of the heating season is estimated at 50–60%.

Kyiv has also stockpiled over 5,000 metric tons of reserve fuel to ensure the operation of its power generation facilities in emergency situations.
