Difficult situation with salaries in the occupied territories of Ukraine

Significant wage arrears are accumulating in the temporarily occupied territories of Ukraine at enterprises that previously belonged to the state. This was reported by Glavkom, citing data from the National Resistance Center.

The most critical situation is observed in the coal industry, at large industrial enterprises, and infrastructure facilities, where payments are made irregularly. For example, the “Luhanskvugillya” enterprises, reorganized by the occupiers, owe miners approximately 169 million rubles. At some facilities, such as the Dovzhanska-Kapitalna mine, workers have not received their salaries since December 2025.

A similar situation has arisen at strategic seaports. At the Berdyansk Commercial Seaport, which is currently controlled by Russian entities, arrears owed to 268 employees have exceeded 20.5 million rubles. Social tensions are also rising at the Alchevsk Metallurgical Plant—one of the largest factories in the region. Due to a lack of funding for contractors and low wages, the plant’s operations have practically ground to a halt, and production is on the verge of a complete shutdown.

It is also known that in occupied Donetsk, a large-scale scheme has been launched to seize private vehicles for the needs of the Russian army. The occupying forces are seizing vehicles en masse, allegedly parked in violation of regulations, and are particularly interested in off-road vehicles, which are valuable to the military.
